There were 2 consultations organised in Palestine. The first took place in the West Bank, Ramallah
and the second in Gaza on 13th and 14th December 2014 respectively. They were organised jointly by UN OCHA, Qatar Charity, The Humanitarian Forum and Palestinian Non-Governmental Organisations Network (PNGO). Key recommendations from the consultations included allocating sufficient humanitarian resources to raise citizens’ awareness of their rights in conflicts and crises, including in the context of occupation. Participants also emphasised that the occupying state must be required to meet its international
legal obligations, i.e. ensuring the smooth passage of humanitarian staff and implementation of humanitarian relief so humanitarian organisations can do their job effectively.
